How we approach this kind of build
Payroll is unforgiving software — it runs on a fixed date, has to be right to the currency unit, and errors damage trust with staff immediately. So a payroll run is treated as a reviewable artefact rather than an action: it is calculated, previewed with a full variance report against the previous period, approved, and only then committed. Every run is reproducible from its inputs.
Attendance is where the messy reality lives. Biometric devices go offline, shifts cross midnight, overtime rules differ by role, and public holidays vary by region. We model these as explicit policy rules rather than special cases in code, so HR can adjust them without a developer, and exceptions surface for review instead of being silently absorbed into someone's pay.
Self-service carries most of the efficiency gain. Employees checking their own leave balance, submitting requests, and downloading payslips removes a large volume of routine HR queries. Leave approval routes through a configurable chain with delegation, because the manager being on leave is exactly when the workflow gets tested.
